I have the honour to refer to your letter No 19827

dated the 3rd May 1920 and accompanying despatch from the

Governor of Hong Kong relative to the steps to be taken to

improve the Harbour.

2.

As you are aware Sir Kaurice Fitzmaurice of Leegrsi

Coode Natthews Fitzmaurice and Wilson visited the Colony in this

connection at the end of last year and the points on which his

advice was sought by the Government are enumerated in a letter

to Sir Laurice from the Director of Public Works, a copy of

which is annexed to the enclosed report. This report which

we now aubmit for the consideration of the Secretary of Etate

deals exclusively with point No. 111, viz., the improvement

of the Mongkokteul Harbour of Refuge.

3. The improvements recommended by the Consulting

Engineers are designed with a view to reducing the sea disturbances at the southern entrance to the harbour during

gales and typhoons without increasing the difficulties for

Tships entering.

4. The plan accompanying the report shows clearly in red colour the short extension of the existing breakwater which they propose should be constructed with this object and which they estimate would cost approximately $630,000.
